Payment Options: We offer three ways to pay your utility bill using a debit or credit card. You can pay online. You can pay over the phone by calling (866) 480-8552 and identifying the payment for the City of Clark, South Dakota (Pay Location Number 34692). Or you can stop by City Hall and pay in person. When using a debit or credit card, a small fee will be assessed. Click here for the flier that explains these options in more detail.
You can also sign up for ACH to have your payment pulled directly out of your checking or savings account. Simply complete this form and return it to our office with a voided check. Of course, you can still pay by cash or check in person or use our drop box that's located in the east entrance of the Ullyot Building. Our office is open 8 am to 12 pm and 1 - 5 pm, Monday through Friday.
City residents are provided with water, sewer, and residential garbage service. Water bills are sent at the beginning of each month and payment is by 5 pm on the last day of the month. If you pay after your bill is due, you will be assessed a late fee of $25. Accounts with a late balance on the 15th of the next month will have the water service disconnected. For re-connection, the account must be current and a $60 re-connection fees applies. Rates are as follows:
Water: Base rate of $17.00/month plus $5.20 for every 1,000 gallons. The base rate applies to all structures with lines running to them, irrelevant if the water is shut off at the curb.

Sewer: Base sewer fee of $14/month for the first 8,000 gallons of waste water. There is a $13.85/month fee for Revenue Bond Series 2016 Surcharge plus there is an additional debt service surcharge of $12/month. These sewer fees total $43.85/month. All additional gallons in excess of 8,000 gallons shall be charged at a rate of $1.50 per 1,000 gallons. The debt service surcharges applies to all structures with lines running to them, irrelevant if the water is shut off at the curb.
Garbage: Residential garbage is charged $14.91 per barrel. Each additional barrel is $6.50 plus tax. Garbage is picked up every Friday.
Recycling is encouraged but not required. You must provide your own container (a recyclable cardboard box works great) and no sorting is necessary. Pick-up is on the 1st and 3rd Fridays of the month. Click here to learn what is and isn't acceptable to recycle.
Deposit: New accounts are required to complete this application and pay a $150 deposit. Deposit are reviewed every December and if you've had 12 full months of on-time payments, the deposit will be refunded to you.
City residents are supplied electric and natural gas by Northwestern Energy. Call 800-245-6977 to set up service or to contact them with your questions.
Interstate Telecommunications Cooperative, Inc. (ITC) provides the local phone service, internet and cable TV services. ITC can be reached at 800-395-4656. The local office, located at 107 2nd Ave. NW, is open Tuesdays and Thursdays.

Library: The Emil M. Larson Library is located in the Ullyot Building at 120 N. Commercial Street. Visit their page for more information.
Med Van: The City offers a medical van service for the elderly and disabled. A small fee applies and appointments are taken at the City Finance Office. For more information, contact the office at (605) 532-5665.
Community Room: The Ullyot Building houses our City Hall and Library but also has a large community room with a kitchen that is managed by the Finance Office. This space can be reserved by calling (605) 532-5665. We require a $50 deposit along with $50 rental. Once the room is cleaned and the key is returned, we will return your $50 deposit.
